Probably no worse than anywheres else. College basketball has been attempting to fix refereeing since standardizing referee training in the mid 1930's. As we have seen repeatedly over the decades, refereeing still has local, regional, and conference-centric differences and issues. A few good rules and implementation of replay have helped, but the human element still introduces overwhelming bias and partiality into the game.
But we'd find a way to program bias into robotized referees, now wouldn't we.
