Stever is playing the long game here, admitting that we might be ok this year, but with the big caveat that our average years have been mediocre. That way if next year we don't do as well as this year, then "the problem is" (a more aggressive way of saying "the thing is") that we'll still be mediocre.
For the record I consider all of the Big East years since realignment to have been successful. Last year was a down year on the court but it happens with every conference (the B1G also got 4 bids the year before out of 14 teams). Last year I'd still consider a success because long-term it was. We retained most of our talent and recruited well (which helps this year), we brought in UConn, we signed a deal with the Big XII, we signed a long-term agreement with MSG, etc. All VERY bright signs for our future.
If you choose to find negatives then you will find them.
