NCAA basketball rules changes

No change to 35 second shot clock. Plus more replay now and a better clarfiication of the block/charge and flagrant elbow rule.

I welcome the change to the charge/block rule. There are too many blocks being called charges right now.

According to espn.com: "The 12-person committee had 11 members present and voted on changing the replay rules as well as adjusting the elbow clearing rule and block/charge clarification."
Considering that this annual 3 day meeting is the primary purpose of the NCAA Men's Basketball Rules Committee, shouldn't all 12 members have made the effort to show up & vote?
